A coal mine with the strange name “Razrez Inskoy” has caused a very nervous situation in Kuzbass. In a related case of extortion of shares, law enforcement officers detained two deputy governors and the head of the local Investigative Committee. What surprises Kuzbass residents most of all is that not all those involved were detained.

Former first deputy governor Maxim Makin, who personally coordinated the work of officials and security forces at the Inskaya Open-Gap mine, suddenly resigned literally three weeks before the searches and arrests. For Makin, as the poet said, “everything goes according to plan.” A heating engineer by training, in a decade and a half he went from the owner of a beaten right-handed Japanese car to the patron of mayors and the holder of billions.

Now the Kuzbass governor is surrounded by Makin’s henchmen on all sides. The active first deputy convinced the aging patriarch that he had the situation firmly in capable hands. They say, you can write memoirs and make films about your past, Aman Gumirovich, but don’t get involved in the routine, everything is covered there, and this is not the king’s business.

And the fact that law enforcement officers look askance and rustle papers ominously is due to the crystal honesty of your subordinates, who beat corrupt security officials on the wrist. After all, who chose these subordinates? That's right, Maxim Makin!

A prosecutor's investigation forced Maxim Makin to voluntarily leave the warm chair of the first deputy governor of the Kemerovo region. True, they did not check him, but the Teploenergo company, which he led several years ago. Makin did not explain how the inspection of a commercial organization, where he has long been a nobody, is connected with his work in the regional leadership and his voluntary resignation.

It quickly became clear that his resignation was not entirely serious. Makin’s former subordinates found him very close to the regional administration building, in house No. 15 on Michurina Street. In the office that belongs to Andrei Kalinin, a former confidant of Makin and an employee of the administration of the regional center. Former subordinates began to come to Makin for meetings, receive orders, hold meetings and planning meetings. It was as if he had never left. They weren’t even embarrassed by the bad reputation of the “former” boss’s new office. Once upon a time a grenade was thrown here. But Makin is a tough guy and you won’t intimidate him with grenades. Again, according to the classic: “they themselves will have revolvers.”

In this office, which Kemerovo businessmen have long nicknamed “criminal,” in addition to current regional affairs, a very unexpected topic began to be discussed - garbage collection. Most often, Ecogarant LLC, founded by Andrey Kalinin, was mentioned in connection with this topic.

Quite soon, the “shadow deputy” realized that such conspiracy theories could not continue for long and changed his location. He chose a new office on Sosnovy Boulevard, in the building of the Kuzbass Technopark. Now advisor to the governor. Without salary and responsibility, but with authority and complete freedom in commercial transactions. Although for some reason his former subordinates from the regional administration continued to travel halfway across the city to see him for meetings, the main topic of communication with them had finally become garbage. Ecogarant was supposed to take over the removal and disposal of household waste throughout the north of the region.

These are a dozen cities, including the regional center - Kemerovo. At the same time, Makin retained the opportunity, through officials under his control, to determine the size of tariffs for garbage removal. An ideal business scheme for a brave person. After all, as was said above, those he commanded were taken over for the scheme he developed for the redistribution of the “Inskaya Open-Cut”. And it was always like this in his life. The benefits from garbage were expected to amount to two billion rubles in the first year of operation (enough to not regret the occasional victims). At a completely ridiculous investment, because Makin already has all the necessary equipment for working with garbage.

The seriousness of Makin’s plan can be judged by the fact that back in April 2016, the director of the Teploservis company, controlled by the hero of our publication, went to Moscow for a seminar on legislative changes in the field of waste disposal and recycling. “Teploservis” was at one time created as a service base for the same “Teploenergo”, the inspection of which by prosecutors became the formal reason for Makin’s self-dismissal from the regional leadership.

The same economic chain of interconnected companies includes Yurginsky Boiler Plant LLC, Energy Investment Company LLC, Investimushchestvo LLC, Sibinvest LLC, Sibimushchestvo LLC. All of them are connected to each other through the Managing Siberian Heat and Power Company and its founder Larisa Rozhkova. These are not paper ephemera, but real companies working in the field of construction and public services in Kuzbass cities. In 2016, these firms alone concluded government contracts worth hundreds of millions of rubles.

A few days before Makin’s dismissal, it was with Teploenergo OJSC that he, then deputy governor, agreed on a scheme for the removal and disposal of municipal waste. I agreed with myself on how best to rob the region and its population!

It is necessary to note the sober thinking of Maxim Makin. The scheme he approved divided Kuzbass into two parts - northern and southern. It was decided to give the south of the region with all its waste profits to the Ecoland company, which has extensive experience in this area and operates the only modern waste processing plant in Kuzbass. But he decided to give the entire north of the Makin region to himself. Under the Ecogarant brand.

True, Makin’s prudence ended at not trying to grab all the trash money from Kuzbass for himself. What is frightening about the scheme he approved is that it was made only for greed and profit. For the region, it threatens a guaranteed environmental disaster: it does not identify waste disposal sites in the north of the region.

There are no waste treatment plants here, and all household waste from Kemerovo is planned to be transported to a place marked only by geographic coordinates: 55.553034 and 86.143086. In reality, this is just a piece of land unoccupied by anyone and nothing, which was never planned to be used as a landfill. People living nearby do not know that it has been decided to organize a huge landfill near them: the project did not undergo public hearings, and Rosprirodnazdor approved this point on the map retroactively, without asking unnecessary questions.

In parallel, over the past few months, Makin has been infiltrating the Kuzbass business community. Businessmen doing business in the garbage industry were led to believe that it was Makin’s company that was blessed by the governor. And if they try, against the will of higher powers, to participate in tenders for garbage removal, terrible punishments await them. Does everyone remember about grenades under office doors?

The main victims of Maxim Makin’s corruption intrigues will be ordinary residents of the Kemerovo region. There are already calculations, personally compiled and approved by Makin (when he was deputy governor): the average Kuzbass family from January 1, 2017 will have to pay four times more for garbage removal than now. From these rubles taken from ordinary Kuzbass residents, new Makinsky billions will be formed.

Now the date January 1 of next year is no longer considered in Kuzbass as the first day of work for future waste operators - southern and northern. There are rumors that the government may give the regions another six months to prepare. This is good news for Maxim Makin, since he will also spend these months preparing. To make money even more confidently later, not from coal or from thin air, but from the inhabitants of the region, from people who are garbage to him.

Yesterday, the governor of the Kemerovo region, Aman Tuleyev, accepted the resignation of his first deputy Maxim Makin, which he submitted in connection with another inspection by law enforcement agencies of the Kemerovo Teploenergo JSC. Mr. Makin headed this company and participated in its capital until 2010. Aman Tuleyev assured that he would reinstate the retiree to his position if the check does not confirm anything, but local observers are confident that Maxim Makin will not return to power.


42-year-old Maxim Makin made a statement to “remove him from his position” during an inspection at Teploenergo JSC on Wednesday at a specially convened press conference. The first vice-governor briefly outlined his biography, mentioning that after graduating from the Kuzbass Technological University in 1994, he came to work as an engineer at the Kemerovo OJSC Teploenergo and climbed the career ladder there to the chairman of the board of directors. In 2010, he was invited to the post of deputy mayor of Kemerovo for construction, two years later - to a similar position in the regional administration, and in November 2013 he was appointed first deputy governor. After moving to the civil service, he “left the business” and has had nothing to do with his previous place of work since then, says Mr. Makin.

As first vice-governor, he headed the regional headquarters for financial monitoring, to the meeting of which the heads of enterprises that owe taxes and wages are called. As a result of the meetings, over 50 criminal cases were opened in connection with non-payment of taxes and delays in wages, “some people had to be taken out in handcuffs,” recalled Maxim Makin. In 2014, as part of an already initiated criminal case, one of the owners of Zarinsky Pig Farm LLC, Oleg Sotnikov, as well as the director and founder of the management company Center from Myski, Andrei Kokurin, were detained at a headquarters meeting.

Mr. Makin referred to the fact that various online publications had launched a campaign accusing him of various abuses - “squeezing out mines”, and that he was patronizing his former company. He said that he submitted an application to the governor with a request “to remove him from his position while an audit is carried out at Teploenergo.”

After the press conference at a meeting with journalists, Aman Tuleyev said that Maxim Makin “will have to be fired, there is no other option,” however, if during the inspection “nothing is confirmed, he will be reinstated.” The check, according to the governor, will last 15–20 days.

Aman Tuleyev explained the campaign against the first vice-governor by the struggle of various economic groups, of which there are six to eight in Kuzbass, and which resort to the help of law enforcement agencies to achieve their goals, eliminate competitors and officials they do not want. What kind of groups these are and what kind of verification is being carried out at Teploenergo, he did not specify. They don't talk about this in the company itself. The investigative department of the Investigative Committee of the Russian Federation for the Kemerovo region, the regional prosecutor's office and the Main Directorate of the Ministry of Internal Affairs for the Kemerovo region also do not provide information about the inspections being carried out.

Kemerovo State University professor Alexander Konovalov admitted that the news about Maxim Makin’s resignation now came as a complete surprise to him. In his opinion, this should have happened earlier, based on the publications. The expert recalled that at the beginning of the summer Maxim Makin gave two interviews to the regional newspaper Kuzbass and Vesti 42, in which “all the i’s were dotted.” “Why it is necessary to return to this topic now is a big mystery,” concluded Alexander Konovalov.

One of the sources familiar with the “kitchen” of decision-making in the Kuzbass administration predicted that Maxim Makin will not return to his job, and his resignation yesterday is “a mild form of withdrawal from the regional elite.” A similar point of view is shared by Kemerovo sociologist Igor Belchik, who concluded that the attacks on Makin indicate, first of all, the desire to remove the possible successor Aman Tuleyev in the event of his early resignation. In light of established administrative practice, it is the first deputy who is appointed as the governor's successor. Whether this is the beginning of the gubernatorial election campaign in Kuzbass or simply a “cleansing” of the competitive field is not yet clear, the expert noted. Since Maxim Makin was not long ago tipped to be Mr. Tuleyev’s successor, the former’s resignation, according to Igor Belchik, attracted public attention much more than the resignations of dozens of Aman Tuleyev’s deputies over the almost 20 years of his governorship.

On the eve of the holiday on February 23, the anonymous telegram channel “Mouse in Vegetable” unexpectedly shared a portion of an interesting insider - former first vice-governor of the Kemerovo region Maxim Makin, as well as his assistant, ex-bankruptcy manager, lawyer Timur, may be behind all the recent attacks on Aman Tuleyev Franc.

A popular TV presenter would say about this: “Coincidence? Don't think!". The “Mouse in Vegetable” channel became famous for “leaks” from various security agencies, which were later confirmed. Such information could well have come from the security forces - after all, persons involved in past and current criminal cases are mentioned.

Kemerovo political scientist, associate professor of the Department of General History of the National Research Institute of Kemerovo State University Andrey Polukhin is sure that a struggle for inheritance has unfolded in the region. “The fact is that funds have already been officially included in the current year’s budget for the election of the governor of the Kemerovo region. – said Andrey Polukhin. - It's not a secret. This was published in the media. Therefore, after the presidential elections, his honorable resignation will be mandatory. And, observing these pitfalls that shape the politics of Kuzbass, I see that preparations for new gubernatorial elections are beginning. The political struggle intensified. There is a version that Tuleyev’s heirs want to intercept the protest movement and take a dominant position there.”

Maxim Aleksandrovich Makin, who was forced to resign due to compromising circumstances a year and a half ago, is a rather ambitious person. Even when he was an official, when Aman Tuleyev took sick leave, Makin literally took over his functions, openly declaring to his subordinates that he personally decided all serious issues in the region.

As the Rospress portal wrote, Makin was thoroughly preparing a springboard for himself to seize power, placing people in key positions. However, by and large, Makin’s entry into the regional administration did not work out. In the fall of 2016, law enforcement agencies found serious violations in the Teploenergo company, whose founders included Olga Makina and Lyudmila Makina, and where Maxim Makin worked for a long time. In addition, the consonant Teploenergoservis LLC, registered to Makin’s wife Olga, won fifty government tenders in the Kemerovo region. Kuzbassbashi Tuleyev publicly stood up for the deputy, rumor has it, preventing the criminal cases from being brought to a conclusion, but Makin had to write a statement of his own free will.

Aman Gumirovich did not abandon his first deputy - he first made Maxim Makin his freelance adviser. As subsequent events showed, Makin was really lucky: his replacement as first vice-governor, Alexander Danilchenko, was sent under house arrest less than two months after his appointment (the Inskoy mine case, which we will meet below). Makin could have been in his place.

Those who know Maxim Makin well are sure that, imagining himself as Tuleyev’s heir, he, even in the shadows, continued to dream of the governor’s chair. As one of his former business partners said, Maxim Makin took Danilchenko’s arrest as a sign, deciding that he was destined to become the first person in Kemerovo.

Everyone understands that the center will listen to the old-time governor with a new appointment, which is promised by the summer. But Makina will no longer be named Tuleyev for sure. Maxim Makin probably decided that he could influence the federal center by creating a negative background in the region on the eve of the main elections. In addition, he knows exactly what will make even the thick-skinned Tuleyev nervous - this is the prospect, even illusory, of being subject to sanctions and losing the opportunity to go abroad for treatment. For 73-year-old Aman Tuleyev, who has visited doctors in Germany more than once, this is critical. And in general, the topic of the governor’s health became especially aggravated in the media even before his summer spine surgery, in the last year and a half, exactly after Makin transferred to a freelance position.

Our correspondent tried to get through to Maxim Makin with a request to comment on the “leaking” of the security forces in a popular Telegram channel. Failed. But we interviewed lawyer Timur Frank. He ignored the main question, but willingly discussed other topics. For example, he did not hide the fact that, as before, he interacts with Makin.

Frank, lawyer on trust

However, first, let's figure out who Frank is and why he found himself in the thick of the Kemerovo events.

Timur Vladimirovich Frank was born in Prokopyevsk, Kemerovo region. It was not by chance that we mentioned this city - many interesting events took place around it that are directly related to our investigation.

The future ruble billionaire underwent his legal training in the ranks of bankruptcy trustees. I even managed to work in the Krasnodar organization of arbitration managers “Kuban”. After training on state farms, the lawyer turned to Kemerovo. Timur Frank became a close assistant to many prominent figures in the region, and primarily to Maxim Makin, since the days of the latter’s vice-government. As reported in the media, Timur Frank organized for Makin and Co. the withdrawal of more than a billion rubles from illegal coal mining in the Prokopyevsky region, in particular, from the mine Koksovaya-2, allegedly without a license. By the way, Maxim Makin’s “partner” in this “business” was another vice-governor - Alexey Ivanov, who was later arrested in the case of extortion of shares in the Inskoy open-pit mine (we promised!).

Why both of Tuleyev’s deputies trusted Frank so much is explained simply: Timur Frank is a relative (rumored to be a nephew) of Alexei Ivanov, a police major general who was in charge of Tuleyev’s security bloc before his arrest, so the level of trust with the “modest” lawyer was always high. And Timur’s wife Franka, as far as we know, previously worked as a judge of the Arbitration Court of the Kemerovo Region, so “Timur and his family team” resolved any issues in the region.

In addition to his level of trust, Frank also had a high income. According to Kemerovo insiders, during the years of Makin’s vice-government, Timur Frank was able to amass a fortune of 40-50 million dollars, about “ten” a year, which he is believed to have stored offshore in Cyprus and the British Virgin Islands. Imagine the income of Makin himself and those who partnered with him. Now it’s clear why his wife Olga Frank got tired of working in Kemerovo arbitration and for a couple of years now prefers to spend time in her own estates in Tenerife.

The couple mastered “remote access” from Spain. Eight years as an arbitration judge in Kemerovo were not in vain - Olga Frank’s classmates and colleagues make decisions on disputes in the region every day, and it would probably be stupid not to use such a resource of relations. Frank himself has not acted as an arbitration manager in Kemerovo for five years now, dealing with more complex schemes, which, as local bloggers write and say in the region, end with him transferring assets to himself and withdrawing money abroad. Other arbitration managers from the Kemerovo region are now working for Frank in his schemes - Ivan Povoroznyuk, Oleg Kamenev and Alexander Furman. A real “gang of central chairmen”, handling billions of rubles, and the last one, Furman, is the “right hand” of Timur Frank, with whom he has been involved in parachuting for many years.

In addition to Maxim Makin and Alexey Ivanov, the services of Timur Frank were used by Kuzbass businessman Alexander Shchukin, who was detained along with Ivanov in the Inskaya case and was placed under house arrest. Interestingly, in a conversation with our correspondent, Timur Frank said that he was present during the arrest of Shchukin. "Coincidence? I don't think so!"

The case of the Inskoy mine is about to go to court - the investigation is over. The accused are two vice-governors, the head of the Kemerovo Investigative Committee Sergei Kalinkin, two investigators, the head of the regional administration department and businessman Alexander Shchukin with a lawyer. Aman Tuleyev also testified in the case.

It is possible that the main task of lobbyists today is to blame everything “on commerce.” During a break in one court hearing, Sergei Kalinkin unexpectedly opened up: “I’m sure that I’m not even the object of this persecution... Alexander Shchukin is sure that the investigation will now work with him in isolation. He himself lives here alone, and his family is abroad - this is one hundred percent reason to believe that he can escape. And I, the investigators, the deputy governor - just to create the appearance of a criminal group."

Frank was the closest adviser to a Kuzbass businessman who relied on the advice of a lawyer with family ties to power. Alexander Shchukin trusted Frank so much that, believing that “problems” had begun, he transferred part of the assets to his “lawyer.” Timur Frank took full advantage of his boss’s trust by masterminding a scheme to steal his assets.

We are talking about the bankruptcy of the Investment Fuel and Energy Company (ITEK), control over which Shchukin transferred to Frank. A smart lawyer presented a claim to ITEK for 1 billion rubles, which he bought back a little earlier for 0.1% of the cost. How this fictitious requirement came about is a different story. While Shchukin was under house arrest, Frank began to bankrupt ITEC - Alexander Furman, Timur's closest friend, was appointed bankruptcy manager. Is it any wonder that Furman quickly sold Alfa, a subsidiary of ITEK with assets of 4 billion rubles, for less than 4% of the value of OOO, which is owned by Timur Frank. In short, it was not for nothing that Frank trained on collective farms: his group of bankruptcy trustees “teared up” part of Shchukin’s assets in less than a year, including even the bankrupt Kaltanskoye agricultural enterprise, where Shchukin invested 700 million rubles. Now Alexander Shchukin is trying to bring ITEC and other companies back.

In response to this, a PR campaign was launched against Shchukin to denigrate the entrepreneur, in the organization of which Timur Frank is believed to be involved. He had experience working with the media since the time of Makin’s vice-government, for whom the lawyer is said to have helped provide the necessary information background in the federal media, interacting with the capital’s PR agencies. Frank, more than anyone else, is interested in Alexander Shchukin going to prison - almost 5 billion rubles are at stake in the form of assets and claims that the businessman does not intend to “give” to his former lawyer.

Shchukin and Frank are actively suing, while in our interview the lawyer continues to assert that he has no conflict with Shchukin. Having sworn his love for the oligarch, the lawyer unexpectedly started talking about how all of Alexander Shchukin’s troubles were caused by his defenders, who were wrongly disposed by “certain people”: “The position of Shchukin’s defenders, in my opinion, does not correspond to the position of Shchukin himself. And I believe that it is unreasonable to draw conclusions about Shchukin’s position based on the position of his numerous representatives who pursue completely different goals. They have certain tasks that they perform due to his mental development."

Frank did not name the names of whom he had in mind, but there was no need to do so. Just at this moment, dozens of articles were spreading across the RuNet, accusing the lawyers of Shchukin and his son-in-law Ildar Uzbekov of allegedly acting contrary to the interests of the Kuzbass billionaire. And in all these materials there was a note that it was Uzbekov who ordered the campaign against Aman Tuleyev. And then solitaire took shape: it became clear why two names appeared in the “cart” of the security forces - Makin and Frank - in connection with the information attack on the Kemerovo governor.

Frank’s position, expressed in an interview with our publication, surprisingly corresponds to the wave of publications in which lawyers and relatives of Shchukin are accused of carrying out subversive activities against the Kuzbass businessman. These materials are replete with passages such as “trusting the lawyers found by Uzbekov...”, “the advice of defense lawyers worsens Shchukin’s position”, “Shchukin will become a victim of the unprofessional work of lawyers”, etc.

In addition, in all the articles there was a statement that Ildar Uzbekov allegedly ordered and paid for the persecution of the governor of the Kemerovo region, Aman Tuleyev, in the media. This has been replicated on many sites.

The campaign turned out to be so aggressive that Shchukin and Uzbekov were forced to issue a joint statement: “It is absolutely obvious to us that the slanderous campaign is aimed at denigrating an honest name and business reputation, on the one hand, and with the aim of putting pressure on the investigation into the case of A.F. Shchukin, on the other hand,” the document said. “A burning sensation can still be traced desire to create discord in our family and compromise our lawyers and attorneys, who have shown their effectiveness in arbitration and criminal cases."

The statement noted that the ordered materials against the governor and Shchukin have much in common: “Some publications against Tuleyev and our family were published on the same websites with a difference of three days. For example, on February 13, Novaya Press published an article “Aman Tuleyev may be included in the US sanctions list,” and three days later - the material “ Alexander Shchukin was framed by his Moscow lawyers and London son-in-law Ildar Uzbekov." The funny thing is that both articles have the same author."

It’s also funny that these publications, which betrayed the customers, disappeared from these sites after the publication of Shchukin-Uzbekov’s statement. "Coincidence? I don't think so!"

Rostovtsev, to divert attention

While political scientists were wondering who was behind the attack on Aman Tuleyev, Timur Frank apparently added another ex-partner of Shchukin, Ruslan Rostovtsev, to his multi-move. At one time, it was Rostovtsev who introduced the young “well-connected lawyer” Timur Frank to Alexander Shchukin as a potential assistant in Kemerovo affairs. So Frank is definitely aware of all Rostovtsev’s affairs and problems.

Shchukin had previously taken Ruslan Rostovtsev into his coal business, making him one of the co-owners of the Taldinskoye-Kyrgaiskoye and Taldinskoye-Yuzhnoye mine managements. The level of relations between the partners was so high that in October 2008, Shchukin transferred 310 million rubles to Rostovtsev’s account as an unsecured loan. However, the borrower soon “forgot” both about the debt and the benefactor. The matter went to trial. In the end, the court decided to recover from Rostovtsev. Almost simultaneously in Cyprus, Alexander Shchukin filed another series of claims against Ruslan Rostovtsev, accusing him of appropriating Kuzbass mines. By decision of the Cyprus court, Rostovtsev’s foreign assets are now arrested - and this is $113 million.

And now Timur Frank, apparently, in his information war decided to “take advantage” of his comrade, and probably blindly, it is unlikely that he gave consent. Ruslan Rostovtsev seemed like a good reason to threaten Tuleyev with sanctions and the impossibility of leaving for treatment. Last year, Ruslan Rostovtsev’s business connections in the Donetsk People’s Republic were revealed, about which publications appeared in the Western press, and this is the right path to the sanctions list, and Frank could not have known about it. You can’t really help Rostovtsev here - the US State Department is not the Kemerovo arbitration court, but why not use a “friend” for the case.

The biggest wave of negative publications about Tuleyev this year was precisely related to sanctions. The second wave went through the same sites and was directed against Shchukin and Uzbekov, while the customer of the latter could not resist linking it to his own anti-Tuleev negativity. I chased two birds with one stone - both to fulfill the political task of the group and to “resolve” my business issues.

Why is Frank acting this way? It is clear that politics is of secondary importance to him. The main task is to recapture other people's assets and double their fortune. It would also be nice to “plant” Shchukin, but Frank has no resources left here. His main power resource - former vice-governor of Kemerovo Alexey Ivanov - is under investigation. All that remains is to influence the governor. Aman Tuleyev still has almost absolute power in the region, but he will soon leave his post. Timur Frank is part of the group of interested parties who need, at a minimum, to remain “with their own people” in the event of a change of power. And these stakes are high if you look at Dagestan, where the new governor carried out a rapid cleansing of the vertical, which had an impact on all business in the republic. And this is just the beginning. In Kemerovo, the government has not changed for more than 20 years - that is how long Kuzbassbashi has been ruling the strategic and rich region. “I am sure that this chaos will, of course, end, the law enforcement agencies will sort everything out. In order to exclude and not give reasons to talk about the bias of the ongoing checks and about administrative pressure allegedly on my part, today I filed a report and turned to the governor: until the end of the fact check, set out in publications, remove me from my position,” Makin said.

According to him, all these statements and publications in blogs and individual media are ordered. “The task of this group of people that initiates these checks is simple and clear: to intimidate and form a false opinion about me personally, to discredit the governor’s team as a whole and the activities of the entire administration of the Kemerovo region. I believe that this entire campaign is clearly ordered and aimed at destabilization situation within the region," he said.

Maxim Makin was born in 1974 in Kemerovo, graduated from Kuzbass Technical University with a degree in mining civil engineer, and later completed training in the presidential management training program. For almost 15 years he worked at Teploenergo OJSC and rose from the position of engineer to the general director of the company and chairman of the board of directors.

In 2010, he was invited to work in the administration of the city of Kemerovo as deputy head for construction, and in June 2012 he was appointed deputy governor of Kuzbass for construction. Since 2013 - First Deputy Governor.

I was forced to put pen to paper by some impenetrable wall of hopelessness and lawlessness that surrounded the economy of our native Kuzbass. You listen to the conversations of Kemerovo residents, read forums of ordinary citizens and entrepreneurs and the non-governor's press, and at the same time you are overcome by both despair and surprise - why the purely mafia-corruption style of government of the first deputy governor Maxim Makina, which has crushed our governor, the regional budget, and the entire private enterprise economy, has not yet seriously interested the federal competent authorities?

And we have something to be surprised by. Only the deaf and blind do not know that all affairs in the region are run by the Makinsky team, and if any entrepreneur and investor does not want to be “friends” with this team, that is, not to roll back half of their income, then they have nothing to do in the region, and It's generally dangerous to live here.

Everyone in the region probably already knows that Aman Tuleyev in fact, he retired from affairs, which, in fact, give him the right to be called governor. Tuleyev no longer receives anyone, including his deputies, he is very concerned about his health, is in his office no more than 2-3 hours a day, and in general he is writing memoirs.

The consequence of this self-withdrawal of the current formal head of the region was a split in the elites, the absence of any law at all in the region’s economy other than the concepts of “rollback” and “cut,” the destruction of the investment climate as such, a collapsing local economy, and even delays in paying salaries to public sector employees. The functions of the governor were openly appropriated by Maxim Makin. Who does not hesitate to declare that all serious issues in the region are resolved by him personally. Especially those where it is possible to thoroughly “milk” the federal and regional budgets or entrepreneurs not covered by the tribute.

In turn, the Makinsky team sees their leader not only as a “shadow governor”, ​​but also tries on the governor’s crown on his head. And who should be embarrassed anyway? If everything is captured here, and Moscow is infinitely far away... For example, a German company comes to them and talks about the desire to build a production facility here for as much as 1 billion euros! “Wonderful,” Makin’s family rubs their hands, “just pay a fee of 50 percent of the announced amount.” The Germans, of course, are cleaning their ears - haven’t they heard right?!! “Yes, no, we heard right,” the Makinskys explain, “that’s just the way our rate is. And if you don’t agree, then look for another region.” And so that the overseas guests were more understanding, they gave their Russian representative here a “mask show” with the security forces and the seizure of business. And such cases are not uncommon for a long time.

Oddly enough, such Makin’s lawlessness has a very “beneficial” effect on the economy of neighboring regions. The flight of entrepreneurs, due to extortion, raiding and the establishment of fake criminal cases, towards the Krasnoyarsk Territory, Tomsk, Novosibirsk regions and Altai has become so widespread that it has increased the economic and social indicators of these regions. In turn, the budget of the Kemerovo region contains only holes and fictions. For example, the figure of own income for the current year was announced at 99 billion rubles, which will never be collected. But the region’s external debt is quite real - 85 billion rubles. In fact, the region is bankrupt.

The Makinskys have everything covered

Makin is thoroughly preparing a springboard for himself to seize power, and now people under his control are being placed throughout the region, including in the governor’s office. The head of the region is given only the information he considers necessary by his first deputy. Most likely, in the near future this official will spend his energy and resources on completely replacing the entire top of the regional government in Kuzbass with his own people. And by the next gubernatorial elections, for the Kuzbass residents and for the Kremlin in the Kemerovo region, there will simply be no other alternative except Makin and the “Makinskys”.

To achieve his intended goals, he needs to prepare both a financial platform and provide cover from the security forces, which he is now actively doing, taking all economically profitable enterprises to his controlled structures. He is assisted in this by those officials who, due to their duties, themselves must ensure that the law is observed. For example, the deputy governor for interaction with law enforcement agencies, Alexey Ivanov, through the deputy head of the regional Main Internal Affairs Directorate Viktor Kutylkin, provides cover for law enforcement agencies. And try someone to make a complaint about the Makinsky team...

I repeat that today in the region almost all enterprises are obliged to pay tribute (those who do not pay are overboard). Obstacles are deliberately created in order to destroy the enterprise, bankrupt it and then take it away for next to nothing. It is precisely this scheme that is now in the city of Novokuznetsk that companies controlled by Makin are trying to take over the electricity and heat supply enterprise (NEK LLC, NUK LLC) and Novokuznetsk Vodokanal.

The schemes are simple but very effective. Here is just one of the many schemes by which Makin looks after his commercial interests:

Diversion of public funds due to unfinished projects and inflated prices

Makin, despite the legal prohibition for any official to engage in business, is himself actively integrated into most commercial schemes with government orders. Only MES LLC, controlled by this official, has not yet fulfilled a number of contracts. Thus, in the city of Kaltan, Kemerovo region, the contract for the construction of networks for a school worth 31,070,000 rubles (the completion date of work under the contract is until December 31, 2013). The contract for the construction of a clinic in the Lesnaya Polyana microdistrict (Kemerovo), worth 139,164,000 rubles (work completion date - December 31, 2013), has not been completed. The contracts for the construction in microdistrict No. 12 (Kemerovo) of a kindergarten for 280 places, worth 287,570,960 rubles, and the contract for the construction of a kindergarten for 220 places, worth 240,762,092 rubles (work completion date - until 12/31/2014) have not been completed ).

According to independent experts, only during the construction of a block-modular gas boiler house in microdistrict No. 1/12 worth 120,882,667 rubles, the contract amount was overestimated by approximately 2 times. The contract for the construction of utility networks in microdistrict No. 12, worth 114,000,000 rubles, was inflated by approximately the same proportion. Also, prices were inflated for various equipment supply contracts. That is, it is clear that the objects of the social sphere suffer the most from this. For MES LLC alone, the amount of financial abuse can exceed 1 billion rubles.

Makin's right hand is a former administration official and now an entrepreneur Anton Sibil, which has a very controversial reputation in the region. It managed to be noted for extremely poorly constructed housing for the military, when the residents of a newly commissioned house, along with a host of other deficiencies, quite mockingly had windows and doors fall out of their openings in winter. He also took part in the raider takeover of a car dealership in Novokuznetsk.

Here are just some of the companies owned and controlled by Makin and Sybil, which “master” impressive amounts from the municipal order: PromStroyIndustriya LLC, Teploenergo LLC, Teploenergoservis LLC, Ustek LLC, RST LLC, SK Remstroytorg LLC ", LLC "Beton Stroy", LLC "Zhelezobeton", LLC "SU RST", LLC "Sibenergoconsulting", IP Makina Olga (wife).

Another fact: Teploenergo OJSC, controlled by Makin, is one of the largest heat supply enterprises in the city of Kemerovo. Exists since 1996. Currently it serves 42 boiler houses (most of which are gas) and networks with a length of about 73 km. Until December 2010, the general director of Teploenergo OJSC was Maxim Makin.

Earlier, the newspaper Novye Vedomosti and other media reported that after Makin came to power, Teploenergo began a period of unprecedented prosperity. The fact is that the responsibilities of the first deputy governor include control over the regional energy commission (REC), which sets tariffs for the population. Perhaps this explains the fact that Teploenergo’s tariffs are many times higher than those of other heat supply companies in the region. For example, the cost of one Gcal at Kemerovo Generation OJSC costs the consumer 1,203.25 rubles, while Teploenergo OJSC sells the same amount of energy for 2,579.8 Gcal - more than double!

The formal justification for the inflated tariff is the allegedly unprofitable operation of Teploenergo boiler houses, which must be compensated by including additional costs in the cost of energy. According to the law, the Regional Energy Commission must conduct an examination of tariffs in order to prevent a situation where the company’s expenses are paid from the wallets of citizens. But the REC prefers to listen to the opinion of the first deputy governor (since the head of the REC, Dmitry Malyuta, is a person appointed and controlled by Makin), rather than honoring the letter of the law. What’s noteworthy is that the prosecutor’s office is aware of these schemes, but they are also apparently on good terms with regional prosecutor Maxim Makin.

The tariff for the population of 2579.8 rubles/Gcal approved by the regional energy commission of the Kemerovo region significantly exceeds the tariff for an alternative gas boiler house, calculated for the city of Kemerovo taking into account break-even work, subject to full compensation of construction costs - 1420 rubles/Gcal.

Manipulation of coal production and prices

The corruption of the Makinskys is limitless, and coal is supplied to the boiler houses again through their controlled companies. They buy the cheapest coal for 600 rubles. per ton, and to boiler houses it already costs 2,300 rubles. per ton. And the profit is again in the pocket of the “commercially successful” official Makin.

But that's not all. Through his controlled structures, Makin also “sat down” the illegal mining of coal in the Prokopyevsky district (Koksovaya 2 mine, mining is carried out without a license), this mining process is covered by the already mentioned, again, Deputy Governor for Interaction with Law Enforcement Agencies Alexey Ivanov and Viktor Kutylkin, legal legal support is provided by lawyer Timur Frank. All mined coal passes and is cashed through Dmitry Nikolaev and ZAO Stroyservis. According to the most minimal estimates, due to illegally mined and sold coal and funds transferred offshore, the region suffered damage of at least a billion rubles.

There is information that Makin is already resolving issues regarding Moscow. “With the money they earn,” PR companies are financed, which buy out pages in the media and ensure that the Kemerovo region gets a very high rating in various kinds of “research” and does not allow negative statements about the leadership of the region. Makin also resolves various issues in the Federation Council through Senator Sergei Shatirov.

However, the blissful PR picture remains only on paper, the region is being ruined and destroyed by government grabbers, and funds are being withdrawn from the regional treasury. At the same time, no decisive actions are being taken by the regulatory authorities; arbitrariness was happening in the regional administration and continues to happen to this day!

Is it possible to find justice for family corrupt officials?

The wives of Maxim Makin and Anton Sibil are the founders of more than 10 companies. This includes Beton Stroy, which produces concrete, and SU RST, which is engaged in construction work. About Olga Makina, or more precisely about her business connection with Maxim Makin, it is necessary to say separately. Formally, the couple divorced, but this does not prevent them from living together in a cozy mansion worth more than 30 million rubles in a protected forest at st. Kedrovaya, 3. Probably built solely on the salary of the deputy governor, received twenty years in advance? True, Maxim Makin has been in his position for only two years, so draw your own conclusions. Olga Makina's enterprises are regularly recognized as winners at municipal auctions. Well, how can you not please your loved one if Makin is in charge of all construction in the region? For example, her individual entrepreneur is engaged in renting out construction equipment. She also owns a modern hotel with a large number of rooms, located at Kemerovo, st. Pritomskaya embankment, 7 (see photo).
By the way, about their divorce, which is probably fictitious and aims to divert attention from the conflict of interests based on closely related ties. That is, formally divorce your wife, and then “divorce” the regional and municipal budget with her without regard for decency. It seems that there is an impeccable legal structure here, that is, a fictitious divorce will write off everything. However, it is not. It’s just that some points of the law need to be read to the end.

Thus, Article 12.1 of Federal Law No. 273-FZ “On Combating Corruption” directly prohibits persons holding government positions in constituent entities of the Russian Federation from engaging in entrepreneurial activities personally or through proxies, as well as participating in the management of an economic entity. In turn, paragraph of Article 10 of this law, in the event of a conflict of interest, personal interest means the possibility of receiving income in the form of money, other property, including property rights by a person from other persons who are closely related to him or her (parents, spouses, children , brothers, sisters, as well as brothers, sisters, parents, children of spouses and spouses of children), citizens or organizations with which the person is connected by property, corporate or other close relations.

In our case, Maxim and Olga Makin have a different kind of close relationship. Moreover, they are very significant and directly related to their mutual material well-being. These are their two children. And all formal nods to divorce have no role here.

Is it really possible to reach Moscow?

It is clear that the authority for “Makin’s rule” cannot be found here in Kemerovo, and a resident of our region, Sergei Andreevich Prevalov, wrote a letter to the President of the Russian Federation Vladimir Vladimirovich Putin with a detailed description of the theft and corruption of Makin’s team. It's on the Internet. It, in particular, explains Aman Tuleyev’s incomprehensible tolerance towards the “corruption arts” of his first deputy. The fact is that Maxim Makin and Anton Sibil became the “personal wallet” of Aman Tuleyev and his family. They build expensive cottages for the governor’s family, buy apartments and luxury foreign cars. Alas, despite the numerous facts cited of violations of the law by Makin and his team, there has not yet been a proper reaction to this letter from the Center. On the eve of the elections, the opposition parties will certainly take this into account.

In some cases, government procurement money is stolen openly and without regard for decency. It was posted on the Open City portal with a detailed explanation of how officials from Makin’s team, having groundlessly accused builders of disrupting the construction of residential buildings as part of the federal program for relocation from dilapidated and dilapidated housing, easily stole about 20 million rubles. Moreover, solely due to forgery of documents and misleading Aman Tuleyev.

Social discontent is already brewing among Kemerovo residents due to the shamelessness and greed of the Makinsky team, since all this disgrace is in plain sight, and the economy and social services are noticeably sagging. And therefore, for residents of the region, the main question is who and when will finally restore order in the administration? And will this order be restored at all?
